A report about urban transport governance and integrated land use, using the case study of Hanoi, Vietnam. Changes in organisational arrangements are then discussed, including steps to localise responsibilities for land use and transport policy, and the potential roles of the proposed Public Transport Authority. Finally, the authors discuss changes in business processes and how these relate to governance and public infrastructure. The conclusion describes the strengths and weaknesses of the Hanoi approach, the lessons for cities facing similar challenges.
