This guidance document explains what inclusive development is and why it is important to USAID’s work. It also serves as a framework for applying various USAID policies and guidance that promote inclusion of marginalized groups and provides guidance to help missions and operating units (OUs) integrate inclusive development across the program cycle and operations.
