With technical assistance from the National Democratic Institute for International Affairs (NDI), The Neutral and Impartial Committee for Free and Fair Elections in Cambodia (NICFEC) implemented a voter registration/list verification monitoring program for the 2011 registration period, for the up-coming commune council election in June 2012. Over 300 observers from 300 communes of Cambodia’s 1,621 communes (in 22 provinces and Phnom Penh) were trained and deployed in the registration days.
