The 2017 International Election Observation Mission of ANFREL to Cambodia's Commune Elections

The report was the result of ANFREL's missions to observe Cambodia's commune and Sangkat council elections, from 12 May to 5 June 2017. A total of 36 international observers were deployed in 13 provinces during the campaign period, and 151 polling stations in 18 provinces on the election day. ANFREL witnessed a smooth and efficient electoral system, leading to a growing of voter turnout up to 90.37%, but underlined concerns over a restrictive legal environment under which the elections were held, and recommended for the enhancement of the capacity building for national and local election management bodies, to effectively handle the more crucial 2018 parliamentary election.
