Circular no. 09 on the establishment of working groups for monitoring, reviewing, and evaluating the implementation of development plans and strategic policies of ministries and institutions

To ensure the effective and efficient implementation of the work outlined in the Pentagonal Strategy—Phase I, the Royal Government of Cambodia (RGC) has put in place three working mechanisms: (1) The Leadership and Coordination Mechanism, (2) The Implementation Mechanism, and (3) The Monitoring, Reviewing, and Evaluation Mechanism. Based on the foregoing, the RGC has decided to issue principles relating to the establishment of the working groups responsible for monitoring, reviewing, and evaluating the implementation of strategies, development plans, and various policies within ministries and institutions. These principles define (1) the institutional structure, which shall maximize the use of existing human and financial resources within the respective ministries and institutions. (2) Eleven core roles and tasks focusing on monitoring, reviewing, and evaluating the implementation of the Pentagonal Strategy—Phase I effectively and with a high sense of responsibility.
