From the preface: "This study reviews the organizational capacity of Cambodian NGOs in order to assess characteristics contributing to the long-term sustainability of this young sector. As Pact has supported some 40 organizations since mid-1992, the Pact portfolio represents a microcosm of the larger NGO sector. By studying it, we hope to take snapshots in time that reveal insights relevant to the entire sector as it continues to grow and change."
