Project Title Yangon Central Station Development Project
Description Yangon Circular Railway Line was established in 1954 and it has been supporting forYangon City public transportation since last 60 years ago. In year 2014, the JICA Study Team prepared YUTRA Planand improvement survey of YCR line, and then they considered as the improvement of YCR line is one of the most importantYangon Region transportation projects. In Consequence,the improvement of YCR project was conducted Feasibility Study by JICA Study Teamin 2014. In year 2018, this project wasstarted by the JICA ODA Loan with the national budget. The Civil Engineering works for this upgrading project is conducted by the national budget, and the signal & telecommunication work and the procurement of Rolling Stock wereconducted by the JICA ODA Loan. As promote as railway line, the upgrading of stations buildings and facilities are also essential needed. Among 38 stations along YCR line, some station are accessible for the Urban Transport Network. Some stations could be performed as rail concerned business and comprehensive development in align with the Yangon City development. In current situation, the operation ratio (Expenditure : Income) of State Own Enterprise,Myanma Railways is over 200 and the Government Subsidisation is needed for every year. Even the government subsidize to MR, the services and facilities are in poor conditions and it is needed to change to corporatization for sustainable development. For changing and uplifting of this situation, Myanma Railways is starting the infrastructure development by implementing the major upgrading projects supporting by the international development partners (JICA, ADB, Korea Exim Bank etc.) as well as by government budget. Even supporting by the above mentioned agencies, the budget is limiting for the total project cost. In consequence, MR has been dividing the priorities of the work items. Yangon Circular Railway upgrading project is one of the major project for Myanma Railways and it supported by JICA ODA Loan for upgrading of signal & telecommunication and Procurement of new diesel electric multiple units. The rehabilitation of Civil works (Tracks, bridges, road bed, drainages, level crossings, embankment, foot over bridges and fencings etc.) are implementing by the government budget. Out of YCR stations, MR is committed to upgradethe following (3) Stations as a first stage and MR already planned the designs(Draft) and estimated the investment cost for these stations. These stations are as follows: (1) Shan Lann Station (2) Hantharwaddy Station (3) Kyoe Gone Station
Expected Benefits Although YCR railway line have been upgraded, the image and performance of existing railway stations are still poor and low passenger services. For that reason, YCR stations are needed to be designed as attractive, comfortable and harmonized with city development. On the other hand, we also aligned the station area development to perform the business industry so as to promote the return from railway-related business. The existing problem of YCR stations are mostly surrounded by invaded residential huts and no designated pedestrian sidewalk along the road to access to station. Moreover it is the lack of visibility of the station from the street and low density developments around the stations as well as no vehicular access from main road. Even through some station have narrow access road, without station plaza may cause traffic congestion around the station. Similarly, the roadside parking along the station may wider pedestrian access to the station. It is difficult to cover the expense of station development project cost by using the government budget. MR intend to overcome the expense of project cost, it exactly need to corporate with the developers or investors to contribute the station area development under PPP scheme. In an Urban setting, especially in Yangon, the former capital city and largest commercial hub, the urban railway is an effective socio-economic platform for maintaining economic growth and alleviating environmental impact. Accelerating in the rate of population growth in Yangon, the lack of infrastructure and traffic congestion were the significant problems. Composed with roadside facilities, the urban railway brings in far more passengers, it will be needed to build the better railway service reducing the environmental impact and traffic load. In the next phase, MR attempts to make good effort in non-railway business such as to develop the surrounding areas of the stations. Due to the limitation of finance, the construction of new stations with sufficient facilities and station area development could not be implemented by the government budget. Fortunately, MR own some vacant land along the way side as well as the station area potentially for business development. In this regard, and MR want to grab this opportunity for new construction and station area development by local and international developers. As mentioned above, the station buildings and station area development in Yangon Circular Railway Line are indispensable projects in Myanama Railways. Consequently, these will be high rate of return in non-railway business and will be seen as the potential development projects and operation of urban railway sectors. In project area or townships, there will be contributed the better environment by concentration of stations buildings, building for business, offices and commercial uses along the railway corridors and road access to railway station. It also will be enhanced the living standard of public surrounding area of projected area. 1. To create the better services for public and mutually benefits government via private sector for the nation development, 2. To develop the role of urban public transport sector, 3. To create job opportunity including the shops within the station area, 4. To support the infrastructure and socio-economic development in Yangon Urban Area.
